State govt gives land owners 10 days grace for recertification

The Gombe Geographic Information Systems (GOGIS) has extended its deadline to land owners for the recertification and collection of allocation letters at Shehu Abubakar District, formerly BAP 4 Layout.

Director General of GOGIS, Kabiru Usman Hassan, told Journalists during a press briefing that pursuant to the Executive Order No. 007 of 2024, the Gombe State Government lawfully revoked all Rights of Occupancy over lands formerly situated within the BAP 4 Layout due to breach of conditions of grant and overriding public interest, in strict compliance with Section 28 of the Land Use Act

According to him, following the said revocation, the government, through GOGIS, acting in accordance with its statutory mandate and relevant State Land Administration Policies, initiated a comprehensive land reform and regularisation programme, reports Daily Independent.

This programme included layout redesign, verification of interests, documentation, and recertification of eligible allottees. Consequent upon this exercise, the area was formally redesignated as Shehu Abubakar District.

Kabiru explained further that, in compliance with statutory requirements and administrative due process, contemplated under the relevant laws, GOGIS conducted an open and duly advertised documentation and verification exercise for affected allottees.

“The exercise commenced on Tuesday, 17th September, 2024, at the GOGIS Customer Service Centre and was conducted on working days between 9:00 a.m. and 4:00 p.m., with an initial closing date of Monday, 30th September, 2024.

“Following the successful conclusion of the documentation phase and in furtherance of Government’s obligation to ensure orderly Land Administration under Sections 1 and 5 of the Land Use Act, the Agency commenced issuance of new allocation letters, prioritizing individuals whose titles were revoked by the Order 007.

“The exercise began between Monday, 24th November to Monday, 16th December, 2025, as the deadline for collection of allocation letters and completion of the recertification process.

“Notwithstanding the expiration of the said deadline, and in clear demonstration of good faith, equity, and inclusiveness, Management of the Agency with approval of His Excellency (Governor Muhammadu Inuwa Yahaya), carefully considered several representations and appeals from affected allottees who had already been duly documented but were unable to complete the process within the stipulated timeframe.

“The Management has approved a FINAL extension of the deadline and accordingly, the deadline for the recertification of plots and collection of allocation letters is hereby extended to Friday, 16th January, 2026, with effect from Monday, 5th January, 2026”, Kabiru noted.

He added that the extension is granted strictly and exclusively to eligible allottees who had previously participated in the documentation and verification exercise.

To this regard, all concerned individuals are required to present themselves at the Agency within the extended period with acknowledgement of Documentation Slip, Original Title Documents, One (1) recent passport-size photograph and a Valid means of identification (National Identity Card, International Passport, or Driver’s Licence)

And in cases of lost documents, the allottees are expected to come with Certified True Copy (CTC) of Police Extract, Sworn Affidavit, and a Newspaper Publication and warned that failure to collect allocation letters and/or complete the recertification process within the extended and final deadline shall be construed as a voluntary forfeiture of the offer.

He said such plots shall revert to the Gombe State Government and shall be reallocated strictly in accordance with extant laws, policies, and regulations, without further notice.

It called on the public to get information or inquiries directly from the agency regarding payments, penalties and allocations.

He reiterated the commitment of the administration of Governor Inuwa Yahaya towards transparency, accountability, compliance with the Land Use Act, and the protection of legitimate interests.

“While ensuring efficient and orderly land administration in Gombe State, members of the public are strongly advised to take advantage of this opportunity and comply accordingly”, he appealed.
